Q: Why does the USGS expect Developers to find 1.3 Billion barrels of Oil in Nevada?

A: Dolomite with Source Rock, Rich in Oil - the Length of Nevada

Eastern Nevada is also where scientists located a unique tear in the Earth’s crust. Here the earths shales, called Chainman Shales, surpass 5,000’ thick. These shales have been found to have hydrocarbon concentrations that surpass 17%. This is where all the oil is. Unconventional oil drilling techniques already exist to unlock this huge reserve.

To put this regions geology and its potential into perspective. Saudi Arabia’s 97 billion-barrel Ghawar oil field, discovered in 1952, is located along another slab tear with a shale that is much thinner at 1,200’ thick and has only 3% oil concentrations. This source rock oil then seeped into a giant slab of dolomite stretching 70 miles long creating the largest oil field ever found – Al Ghawar. Today it produces over 5 million barrels of oil per day. In Nevada, the dolomite slabs are not nearly as large as Saudi, but there are some large ones, like the play we are developing west of Ely in White Pine County.

Why do We Use “BIG DATA” for Oil Exploration?

We have used Terabytes of data to search for this field. This has included satellite imagery to find “discolored” vegetation due to oil seepage.

To verify all the oil hadn’t leaked out and it had a place to collect in the rock, we did magnetic and gravity mapping to find the shape of the rock that holds it as well as the massive volume of oil that changes the “density” of the rock it’s in.

With seismic data we double verified the volume, shape and exact location of this massive find.

The findings took years of work and lots of computing power.

Big Oil?

Our Neighbors have been VERY Successful

Oil was first discovered in Railroad Valley, 50 miles south, in south-central Nevada in 1954. Since that time, over 195 wells have been drilled and six oil fields have been found:

Eagle Springs – 5,708,799 BO
Trap Springs – 15,438,616 BO
Bacon Flat – 1,069,273 BO
Blackburn – 5,672,396 BO
Grant Canyon – 21,542,898 BO
Kate Springs – 2,606,351 BO

Two wells in the Grant Canyon field had flows between 2,480 and 4,108 bbl/day in 1987 and may be the most prolific wells onshore in the continental US. One well has produced over 20,000,000 barrels of oil and still produces over 100 bbls of oil per day as of December 2017.

Why Do We Expect to Find a Large Oil Field in Nevada at our Site?

Bakken/Pilot Shale 350+ feet thick, full of oil, is the expected source for oil for the dolomite target

Local wells map 4,000+ ft of Chainman Shale from 500-4,500’ deep at the top of this Dolomite layer

Satellite imagery shows that hydrocarbons in large amounts are seeping out of the ground at our site

Gravity/Magnetic field analysis maps a 3,840-acre attenuated fault trap, a photo copy of the nearby 20-million barrel field, Grant Canyon, except 8x larger

Finally, we had Walt Johnson, an expert on Dolomite oil finds in Nevada review our data. In 1986, Johnson found the largest producing oil field in Nevada, Grant’s Canyon – about 45 miles south of our site – with over 20 million barrels produced. He independently verified through his own seismic processing that our field is like Grant’s Canyon, and says: “the only difference is that it’s 8x bigger.”

Development

NOW What?

With President Trump's support clearing regulatory burden, we are nearly done with our permitting process with the Bureau of Land Management.


President Trump, as part of his duties as President, has cleared the regulatory way for all drillers and is NOT an investor or manager of this project

We are beginning a vertical drilling program with two appraisal test wells which have the potential to recover +5,000 BO per day and + 20Mmbo per well.

This prospect is a look-alike to USA’s most productive field at the Grant Canyon Bacon Flats Field (21,000,000+ BO actually recovered), 50 miles away, and seismic shows that it has the potential to be 8X larger.

Of course, this is only the dolomite block.

There is also 2,000 ft of organically rich Chainman Shale below the dolomite and 2,800 ft more of that Chainman Shale ABOVE the dolomite block along with 500 ft of Pilot Shale. All of this can be produced using horizontal fracking to produce from multiple depths of these very thick and rich shales.

There is the potential for 17 vertical wells recovering up to 160,000,000 BO from the dolomite block and up to + 1,300,000,000 BO (1.3 billion) from an unknown number of wells when we begin to produce from the shales.

These estimates are based on USGS estimates from all sources of oil to include shale and dolomite. We do not, and cannot, promise these levels of production. All investors are required to have their geologists review the data and make their own estimates as to possible production.

Western Oil is exploring on the heels of Anschutz, Chevron, Conoco, Exxon and Hunt oil companies previous searches of this valley in prior decades with antiquated technology. They were looking for a significant oil deposit on a Federal Oil & gas lease previously owned by Chevron. We acquired Hunt’s satellite imagery, identified several dolomite oil prospects and then ran geochemistry analysis of several of the sites to determine the target location with the highest oil potential. We acquired a modern magnetic and gravity study and with the identification of the slide block, we bought the lease rights to drill the property. Subsequently, we purchased Exxon's 2D seismic line across the property and had it analyzed, using modern seismic software, and later reviewed by Walter Johnson, discoverer of the Grant Canyon field. With the discovery throughly identified, we have brought in senior management to provide the leadership to accelerate funding and operations.

Leadership

Larry Ortega, CEO

Mr. Ortega is a seasoned leader with experience leading, financing and operating Upstream and Midstream Energy, and High Technology companies from the boardroom to the field. He is also a highly experienced large engineering program manager who has managed high technology development programs. Mr. Ortega holds Master’s Degrees in both Engineering and Business, is an Air Force Academy graduate with a degree in Engineering. He developed plans, both financial and operational, for multiple oil and gas developments. Mr. Ortega developed and drilled wells in Wyoming, New York, Permian Basin and Nevada. He led the contractors, in the field, for drilling, fracking, completion and production setup of oil wells in southwestern New York. He developed a detailed risk management plan for an 800-mile refined products pipeline between El Paso, Texas and Phoenix, Arizona. Mr. Ortega developed the business plan and financials for this $2.5B project. He was a Futures Trader in Chicago who worked for a futures trading hedge fund. He understands hedging oil prices and how it can be completed for oil production. On separate projects, Mr. Ortega led the development of multiple Environmental Impact Statements and Environmental Assessments for the Federal Government. He developed an analysis of new energy exploration techniques and developed simplified explanations of complex radiometric, micro magnetic and magneto-telluric methods integrated with 2D and 3D seismic analysis. He led corporate preparations for Institutional $50M to $2B company investments. Mr. Ortega holds a Department of Defense Program Manager level 3 rating. He managed an $800M high technology project for the Defense Department and delivered the project under budget and ahead of schedule. Mr. Ortega has managed several multi-hundred-million-dollar high technology projects.

Len Chaikind, Chairman, Board of Advisors

Mr. Chaikind is the Chairman and CEO of Institutional Investors Consulting Company or IICC, located in Houston, Texas. Len has served in this capacity since he founded IICC in the early 1990’s. IICC limits its clients to a very select group of “for” and “not for” profit groups, all with a focus on improving the world. Before IICC, Mr. Chaikind worked for Shell for over 35 years in a wide variety of assignments. He was appointed Regional Treasurer for Royal Dutch Shell operations in the Far East and Australasia negotiating and financing over $50 billion of both corporate and major project activities. He also developed significant relationships with key government officials and financial institutions in Brunei, China, Yemen, France, Switzerland, Nigeria, and Saudi Arabia. He was also the Administrator of $12+ billion of Shell Savings and Retirement Programs with responsibility for both the investment and administration of four major funds. About 30% of these funds were managed internally under the guidance of Mr. Chaikind. He was one of the principal founders of the Committee on Investment of Employee Benefit Assets (CIEBA), the largest ever Corporate Pension Fund Group in the world. Len served as Vice Chairman of this group from its beginning until he left Shell. He also served as an active member of the Commodity Futures Trading Commission Advisory Board. Most important, he was responsible for bringing the concept of Private Equity Funds into the Institutional Investors market. Since leaving Shell, Mr. Chaikind has stayed very active in tax-exempt funds, including healthcare, pension plans, and Social Security reforms, and still maintains a strong presence in Washington, DC. He holds an MBA and a BA in Economics from Harvard University.

Dr. Alberto Vásquez, CFO, Chairman of the Board

Dr. Vázquez is an oil and gas entrepreneur who very quickly learned the operation and landscape of the oil and gas industry business. He has subsequently developed a visionary conglomerate of companies. The Companies founded by Dr. Vásquez cover the entire spectrum of property acquisition, exploration, development and operation of oil and gas properties. Dr. Vasquez is also actively researching and developing alternate sources of energy including solar and plasma pulse. Dr. Vásquez received his Ph.D. in Engineering Science with concentration in Decision Sciences and Engineering Systems from Rensselaer Polytechnic Institute as well as an M.S. in Operations Research and Statistics and Industrial and Management Engineering. He received his B.S. in Mechanical and Electrical Engineering from Universidad Iberoamericana. Dr. Vásquez has over thirty years of experience in business and service chain optimization, including advanced production, scheduling and logistics. Dr. Vásquez has also lead unique pragmatic engagements with numerous large business process re-engineering efforts for manufacturing companies across industries as well as leading retailers. He has managed various sales teams and developed marketing and operations regions for leading software vendor suppliers. Dr. Vásquez spent several years at i2 Technologies where he was the 4th person hired as the company was formed. Prior to i2, Dr. Vásquez held several positions with American Airlines Decision Technologies, Construcciones Agro-Industriales, and the Ford Motor Company.
 Dr. Vasquez was a finalist in the Franz Edelman Award Competition in 1990 with his work “Arrival Slot Allocation” that provided American Airlines with a real-time solution for managing irregular operations.

Christian "Ted" F. Murer, Principal, Geologist

Ted Murer has been an exploration geologist and consultant for the past 45 years. He is a graduate of the Colorado School of Mines where he received a degree in Geological Engineering. Ted has operated as an independent contractor in the oil, gas and mining exploration business. He has experience in all phases of natural resource exploration and development in the Western United States. He holds interests in oil, gas, mineral and geothermal resources in Utah, Wyoming, New Mexico, Nevada, Colorado, Montana, and Oregon. Ted was credited with finding one of the largest uranium deposits in Utah. Recently, he joined with Denver-based Barrett Resources Corporation in the drilling of an oil and gas well at the Cave Gulch area in Wyoming. The well was selected for the "Best of the Rockies" award for 1994 by Hart's Oil and Gas World Magazine. Ted is presently focused on exploring a large scale oil and gold deposit in Nevada with a hundred million barrel and 5 million ounce potential deposits.

Frank S. Lemmond, Drilling Supervisor

Mr. Lemmond brings over 40 years of experience as a Drilling, Completions and Workover Supervisor, and as Cost Estimator and as a Procurement Manager for hundreds of wells both, onshore and offshore. He has developed, designed and supervised drilling, completion and/or workover operations, and was responsible for assuring that all government regulatory rules and regulations were followed for Transco Offshore and Exxon/Mobile including an average of 12 offshore wells per year and; the deepest well in south Texas. Frank previously worked as Consulting Mud Engineer with Miller & Associates, where he supervised drilling rig personnel including, as a Division Technical Advisor for IMCO Drilling.

Steve Jackson, Vice President of Land Acquisitions

Mr. Jackson has 29 years’ experience as a Petroleum Landman with direct hands on experience in successful lease acquisition, seismic surveys, drilling and completion of numerous oil & gas wells throughout the Rocky Mountain and Central Kansas areas. Steve began his career as a Petroleum Landman with Aspen Oil Co. from 1981 to 1985 when he became the Exploration Manager for F.L. Shogren of Denver, CO. Steve has land experience ranging from the Denver Julesburg Basin, Anadarko Basin in the Texas Pan Handle, Powder River Basin in Wyoming and the Williston Basin in South Dakota. Steve has assembled a 25 section lease block and seismic survey for Central Kansas where Mississippi Warsaw producing wells are valued at approximately $20 million dollars each. Steve, through his relationships with some of the most respected geologists in Kansas has identified 11 prospects identified through well control for exploratory drilling.

George J. (Joe) Kirn, Geologist

Mr. Kirn is a graduate of the Colorado School of Mines as a Petroleum Geologist, 1956. He is a licensed Professional Geologist in the State of Wyoming and is an A. A. P. G. Certified Petroleum Geologist. He has over 50 years experience as an exploration and development geologist in the oil and gas industry. His experience includes well oversite, surface and subsurface geological mapping and interpretation, prospect generation and evaluation, assembling of lease blocks and general prospect development. Mr. Kirn has generated numerous oil and gas prospects and is a successful oil and gas finder. His geological interpretations leading to discoveries in the Cave Gulch Gas Field, Natrona County, Wyoming and the Southwest Table Rock Gas Field, Sweetwater County, Wyoming are among his many accomplishments.

Mike Dean, Operations Manager

Mike Dean is a third generation oilfield production and development expert. He heads a family owned oil business- Legacy Oilfield Services. Mr. Dean has extensive experience in oil field management, including organizational development, permit compliance, drilling and completions, and other various engineering tasks. His past experience for multiple California, Colorado, Nevada, and North Dakota oil and gas operators enables him to be highly proficient in identifying actual and potential problem areas while implementing unique solutions both in the field and in corporate settings.
